djowger, these two flags in your post does not exist anymore as official ones. The one above was the flag of the Serbia and Montenegro joint state, and this below (in your post) was a genuine Serbian flag during it s history for centuries (with smaller modifications though).
However, since Montenegro has declared it s independence a month ago, Serbia has adopted it s Royal flag (again, slightly different from it s historic flags) from 1878th when was recognized as independent state on Berlin congress.
Finally this is official Serbian flag from May21st, 2006:

Three stars - idea was that they represent either three countries (SR, HR, SLO) or Slovenia as a part of the European Union (like EU flag with yellow stars on the blue background). In any case, top part of the logo belongs to Slovenia

It s a link to the official national symbols of Serbia. There you can see a people s flag and a state flag , whatever it means.
The CDR file doesn t work at me.
